Praktikumsbericht von Romila Detering (2023)

An internship in the German government is undoubtedly an unusual summer activity for a high schooler in New York. However, spending my summers in Halle (Westf.) with my grandparents and immersing myself in German culture exposed me to the seemingly distant German politics. I slowly developed political views that drew me to the Sozialdemokratische Partei Deutschlands (SPD) and its representatives in communal, state, and federal governments. An internship with Christina Kampmann, a member of the state parliament of Nordrhein Westfalen and a former member of the Bundestag, allowed me to gain a fascinating insight into the role of the state parliament in the passing of laws and the representation of residents.

I began the four weeks of my internship by working at Christina’s constituency office in Bielefeld. While my coworkers answered calls and emails from Bielefeld residents and businesses, I worked on sorting through local newspapers and sending articles related to Christina’s domestic political (in German, innenpolitische) expertise to the team. Between cups of coffee, I also helped make changes to the website, put together the newsletter, and researched relevant topics. Although I started my internship relatively unfamiliar with German domestic politics, I quickly learned about police operations, forms of crime, and other topics related to the safety of residents in Nordrhein Westfalen.

During the remaining three weeks of my internship, I regularly traveled to Düsseldorf to work in Christina’s state parliament office. Along with Christina’s other intern, David, I helped answer emails and continued researching topics to prepare Christina for podium discussions. We planned our work around the schedule of the state parliament and the times of various committee meetings (Ausschusssitzungen), to be able to regularly sit in important meetings. Throughout the four weeks of my internship, I attended the Committee Meeting for Europe and International Affairs, the Committee Meeting for Domestic Affairs, and the Committee Meeting for Integration. And towards the end of August, three days of plenary sessions (Plenarzitzungen) took place. From morning until evening, members of each party discussed topics ranging from the conservancy of nature to shelters and homes for refugees. I watched from the spectators’ seating area and noticed not only how policies are enacted and put in place, but also how political divisions and party politics arise in decision-making.

The variety of work and aspects of politics I experienced made my internship unbelievably unique. I both worked behind the scenes and saw Christina discuss topics I prepared. I researched domestic politics one morning and watched a committee meeting dedicated to the international affairs of Nordrhein Westfalen later that afternoon. I sat next to Christina in a meeting with constituents one week and saw the Minister President the next week. Each appointment and each email I wrote provided a different insight into Christina’s role as a representative. Following and staying engaged with German politics is difficult with the 6000 kilometers between New York and the state parliament, so I am incredibly grateful to Christina and her team for allowing and helping me experience German politics firsthand.

Im Februar und März durften wir ein Praktikum im Abgeordnetenbüro von Christina im Landtag absolvieren. Damit gehen sechs aufregende Wochen im Landtag zu Ende und wir könnten kaum dankbarer für die Erfahrungen sein.

Die Highlights waren natürlich die Plenartage im Landtag, bei denen volles Haus ist. Alle Abgeordneten sind vor Ort, es gibt spannende Debatten, Diskussionen und auch parallel stattfindende Veranstaltungen. Daneben war es auch spannend, in Ausschüssen und bei Treffen mit anderen Mitgliedern des Landtags sowie Interessenvertretenden dabei sein zu können. Insbesondere die damit eng zusammenhängende, inhaltliche Arbeit und Einarbeitung war informativ und hat Freude gemacht.

Christina ist innenpolitische Sprecherin der NRWSPD-Fraktion, sodass sich unsere Aufgabenbereiche vor allen Dingen auf innenpolitische Themen richteten. Dementsprechend haben wir einige kleine Anfragen zu Innenpolitischem ausgearbeitet. Zudem war die wissenschaftliche Recherche, die Berechnung von kriminalpolitisch relevanten Fallzahlen und das Durcharbeiten vielen (Kriminal-) Statistiken Teil unserer Aufgaben.

Besonders interessant war zudem das aus dem Einarbeiten in Themen folgende Erstellen von Gutachten sowie Themen- und Positionspapieren. Einfach gesagt haben wir den Eindruck gewinnen können, neben dem Erreichen vertieften Wissen auch wirklich helfen und „etwas bewegen“ zu können. Dadurch konnte man sich auf jeden Tag aufs Neue freuen.

In Bezug auf organisatorische Abläufe muss festgehalten werden, dass die Tätigkeitszeiten sehr flexibel und die Wochenplanungen individuell gestaltbar waren. Man sollte allerdings das Pendeln nicht unterschätzen. Der Landtag befindet sich bekanntlich in Düsseldorf, sodass man bedenken muss, dass ein tägliches Pendeln ohne Unterkunft in Düsseldorf sehr anstrengend und zeitintensiv sein kann.
Dabei muss berücksichtigt werden, dass auf die Bahn nicht immer ganz Verlass ist.
